Do you want to connect to county water?
Village officials want your opinion ASAP

BY MAYOR EVELYN GREER

More than half of the 6,000 residences in the Village of Pinecrest are not connected to the water system operated by the Miami-Dade County Water and Sewer Authority. Many residents believe that the quality of our well water is deteriorating and that the lack of good water depresses the value of their homes, but that it is too expensive to connect their property to county water.

The purpose of this letter is to determine if you are interested in creating a special taxing district to construct the pipelines and infrastructure needed to bring water to your home in Pinecrest. The Village cannot pay for this infrastructure from its municipal budget, but it has agreed to cooperate with WASA in bringing water to Pinecrest residents.

THE WATER DISTRICT WOULD WORK AS FOLLOWS:
1. The Village would create a special taxing district, the water district.

2. Each non-connected Pinecrest household would decide whether to participate in the water district. If a majority of households agree to participate, the water district would be created.

3. Each participating household would agree to pay a pro rata share of the cost of the project, payable over a period of 10 years. This payment would be a lien and would cover the cost of bringing water lines through the streets and connecting the water line to the residence.

4. The annual lien payment would be based upon the street frontage and size of the resident's lot, as this reflects the costs of bringing the lines and connecting the water.
